Blogger is a blog-publishing service that allows multi-user blogs with time-stamped entries. It was developed by Pyra Labs, which was bought by Google in 2003. Generally, the blogs are hosted by Google at a subdomain of blogspot.com.

A Blogger is a communication tool, which works similar like a website. You can create a blog by clicking the link Create a Blog either by clicking Create Your Blog or Sign in. 

A Gmail Id is needed. If you have, then you can directly create blog, else you first need to get an gmail account. Click http://www.gmail.com/ to get an email account. 

Apart from Google, thee are several websites which provide the free personal blog site, but I think this world prefers to go with Google as it is widely used by millions of users and there are multiple google products which can be operated with single gmail account.
